25.4mm is the old British standard, which was adopted in the Far East.
26.0mm is the Italian standard, except for old Cinelli which were 26.4mm: they switched in the early Nineties.
So if you want 25.4mm, they'll either be old English bars (eg GB) or Japanese (eg Nitto).
If you want Cinelli, the old ones will be 26.4mm and the current, 26.0mm.
Do you mean 26.4mm?
