Actually you're half right, with a fixed wheel transmission, you only need to add a front brake to make it legal.
Driver sound like a complete fuckplank, get them to pony up for a new bike but make sure not to mention the lack of front brake.
Recovery vehicle pulled across to do U-turn and I went into the side of him. Happened so quickly but according to witnesses he was on his mobile, which explains why he didnt see my flashing lights.

EDIT: He also drove over the bike twice after the collosion lol :(
