pick up the phone and call around a bit to decent frame builders and good guy bikeshops and ask them how they approach insurance valuation. It can vary wildly. My favourite shop over here base the value on what a similar bike with the same components would cost new in his shop, which can be quite a lot for rare, old or custom stuff.

The party at fault should restore him to the condition he was in before. If he likes his old bike, and it is not possible to buy a new/used one the same or better, then the cost to the other party will be the cost the repair. It's not about how much money you can get, it's about how much it will cost to put things back to the way they were before.
Likely to need a new fork, a new top rube and downtube definitely, on top of a fresh paint job.
Not gonna be cheap in the slightest.
