Would make no difference. Scoble forgets that the rider weight goes directly through the steerer. The seat clamps carries only part of the weight of the frame distribution wich is significantly less than what it's designed for.

A seat clamp isn't, strictly speaking, designed to resist any load trying to slide it along a tube :-)
