CHAT is pretty good and since you want a pair, you'd be good for them as they make people to adopt 2 anyway... but they do have catchment areas... and do very strict and somewhat strange home visits... a friend was declined adoption because theie house is like 5 houses down from scaffolding yard that has walls that are tall enough to make it almost impossible for cats to wander in...
