The difference in the diameter of the frame cups is only 0.2mm (ie 0.1mm on each side), which is within range of a tidy bodge (quite possible that paint, gunk or shoddy manufacturing have made-up the difference anyway).
Which just leaves the crown race: ITA will be either 26.5mm or 27.0mm, versus 26.4mm for ISO.
If it's the former, some time spent with Emery cloth might be all it needs (but if the race ends up off-centre then you'll notice it). If the latter, then you could use a JIS race (assuming you could find one).
Ideally you'd take it to your friendly, local machine shop who could turn it down for a modest sum.
