I don't think blasting will be good for the frame.
Least of your worries

After heat treatment you need to put it into the oven to temper the steel or it will become too brittle.

If it rides half as good as it looks it's perfect :)

20c? That's crazy. I thought 23c was narrow.

Rack looks well ropey otherwise it's pretty much perfect

Even with low psi a 23 rubs a tiny bit.
Is a bit daunting riding it as you can see the gumwall from up top and I daren't lean it over too much as it's slipped a couple times. Other than that though it rides like a dream and fits nicer than any thing else I've got at the moment.
Will probably get some forks made for it at some point as finding forks for a 64 is close to impossible.

just get some road forks, and drop a 650c wheel in

To get a tiny bit more clearance, you could put a ball bearing between the axel and fork end, use a bit of glue to hold the bearing in place.

To me that's sounds like bad things waiting to happen.

I have to lift the front wheel ever so slightly out of the drop outs so it isn't rubbing on my Neil with 23's. Has worked for me and I haven't had any problems yet

That sounds even more dangerous! I would be terrified to hit a good pump resulting in the wheel sliding further into the dropouts causing the wheel to hit the fork crown. That could end up pretty disastrously.

Its not as bad as it sounds! When the wheel is fully in, it literally only just touches, nowhere near enough to stop the wheel. I hit a massive pothole the other day which instantly punctured my front wheel and nothing horrendous happened so I have faith.

Instantboner
gussets coming along, as well as other bits necessary for the build, but need to get hold of some harsh chemical stripper (dichloromethane - way harsh) to take off original paint before attaching them, as I don't think blasting will be good for the frame. Unfortunately, too many other things conspiring against me making enough progress to report fully :P
