I bought a 32mm Icetoolz headset wrench but I'm afraid to turn it as it feels too loose fitting. My crappy Draper callipers tell me it's 32mm.
What does your crappy Draper caliper tell you about the size of the wrench? However bad the absolute measure, you should be able to get a good idea of the difference between the nut and the wrench, although you seem to have figured that out by direct comparison :-)
Octagonal nuts obviously need much tighter tolerance between wrench and nut than hexagonal ones, this might be one of those occasions when a decent adjustable wrench is actually the best solution
