- Cinelli designed them to be used like that with cable holes pre-drilled near ends.
- If you put so much weight on your bars that you need to shorten them to reduce leverage your whole position is probably odd.
- These bars are only marginally longer than some other types they just look longer because of shape.
- Bars will not move if fitted without grease , to correct stem and tightened to recommended torque.
- The hand position is not necessarily right at end of bars.

When he rides it, he'll find out why they should be cut :-) They provide too much leverage on the stem clamp if you lean on the full length, so the bars rotate in the clamp the first time you go over a little bump in the road. If his fit demands that much reach, he needs a longer frame.
