When he rides it, he'll find out why they should be cut :-) They provide too much leverage on the stem clamp if you lean on the full length, so the bars rotate in the clamp the first time you go over a little bump in the road. If his fit demands that much reach, he needs a longer frame.
Quite simply LA84's are made to be cut or not depending on the individual's proportions and riding position - if fashion and hacksawing is important to some then that is their business but I am certain Monoglaze builds bikes to ride as well as own - In my experience if something works well it usually looks right .
