Disc pads really soak up shit, without proper cleaning or new pads they'll not be better for long.

What's the gold standard technique for cleaning pads?

As has already been said, new ones. But otherwise, heat them in the oven until they're very hot, and then use a oxyacetylene torch or blowtorch to heat them up even more, then let them cool. That should burn off any contamination. But given the faff, new ones are generally a better option.
