Whats the general rule with sizing?
The general rule is that there isn't a general rule. First choose your bullhorn, see where that leaves the stem clamp when you've lined up the hand grips with the hooks on your drop bars, then work backwards from there. As bullhorns tend to have quite a bit of reach, you'll probably want to aim for a relatively short stem, say 8-9cm
