It's about the geometry, not the wheel size.
That said, you could put your hands in the same position on drops and horns by using different stems.
Precisely. You can have 700 front on a LoPro (e.g. ХВЗ Тахион) or 650 front on a bike which isn't a LoPro (See Dave Lloyd)
