Thought it was to put your hands where they would be on a normal bike in the drops in the same position as they would be on the lo pro were you to use bullhorns?

Yup, calling bollocks on that.
It's about the geometry, not the wheel size.
That said, you could put your hands in the same position on drops and horns by using different stems.
