Islabike or Frog. Get the smallest they do, he'll out grow it quickly but he'll learn quicker on a bike that is the right kind of size for him.
The Islabike will retain most of it's value so your friend will be able to recoup 75% of the original outlay later, assuming it remains in good condition. Frog are relatively new but have a similar build quality to Islabikes, but as yet it's not clear if they retain that resale value.

My friend has asked me which child's bike she should buy for her 3 year old son.
How big is the boy, and how skilled? One of my 3 year old nephews doesn't ride but is huge and could easily fit a Cnoc 14", the other one has mad skillz on a Rothan and still has plenty of growth room on it.

Very few mentions of Early Rider Belter, lovely finish, Gates belt drive, carbon seat post ftw! At 3 may be tiny bit too small though.
