so I'm a total cx noob. Do I need cx specific wheels or will a tough ish set of road wheels be ok? I've read tubs are good but I guess I will start on clinchers? Is it better to run a wider rim? Many questions!

Road wheels will be fine. Tubs are better, but clinchers are fine, especially if you're not racing. As always, wide rims are better than narrow.

I've been riding some (originally second hand) shimano rs10 wheels on a CX bike for well over a year and been very rough with them, and am amazed with how well they have held up. That said the front wheel is pretty flexy and I don't think it helps my cornering confidence in any way whatsoever, so try and get something with a slightly higher spoke count if possible.
Tubs are the best choice if your racing a lot especially if your local courses have many places in which you are likely to pinch flat.

I'm on my second year of cross racing still using clinchers and only really feel at much disadvantage when conditions are really bad and those with tubs can go a little lower on tyre pressure with less risk of pinch flats. If i was serious about cross and had money/space for another set of wheels i'd buy some tubs for race days.

Michelin Mud2 will be the best bet for an all-rounder clincher tyre for racing.

What the biggest CX tyres one can get? I got a frame that can fit at least 45mm (tight clearance) so 38-42mm would be great.

specialized renegade 1.8 is great
got one on the front
it is just like surly knard except taller side knobbies
supposed to be 45mm but it is 40mm side to side (45mm knob to knob) on a 25mm outer width rim

surly knardkenda happy medium 42mm is a great tyre as well I've heard

Sputniks on Novatec could come under 100 if you build yourself, would be bombproof with 36h and DT Comps (best spokes ever)
