Makes sense, interesting duscussion there. When I cycle when at night it's in lit, urban areas, so I'll continue to opt for flashing front and rear, prioritising grabbing drivers attention. The lights I have aren't liable to cut the eyes out of anyone regardless of whether they're a driver, cyclist or ped so I'll take the perceived higher brightness of flashing over steady-burning lights as per that link.
The lights aren't the may west, if drivers find it difficult to work out whether I'm 25 or 50 yards away due to the flash I'll take that over possibly not seeing me at all.
