I've encountered exactly the same issue with a Vitus lo-pro I recently got... Another forum member kindly replied to my wanted thread for one of these front mech hangers with some useful links, have a look:

As you say you could always use a band on mech, or a band on front mech hanger.

Hey,
I've just got a nice Ferremi frame from eBay which I'm building up as a winter bike. It has a strange boss on the seat tube for the front mech - it seems to require a screw on mech hanger, onto which I could attach a standard bolt on mech.
I (naively!) thought this would be easy to find, but after a fair bit of google searching nothing has come up. Has anyone come across this before? Or should i ignore the screw-on boss and try to put a band-on mech above or below it?
