tbh, I'm not sure-and I think the one on the 2nd pic may be bit broken-I'm pretty sure it's supposed to join up under the fork crown.
I'm guessing it was a lot to do with fashion-people liking the look of it more to the 'normal' flat fronted guards. I suppose the fork clip on ones may be a hangover from non drilled forks on rod brake frames?
Maybe someone else here can enlighten me more though. If I'm honest I just like the period look of them, really.
