Yeah from the pictures I have seen it looks as though its not possible to use a light on the handlebars aswell as the bag.

There's a little accessory bar you can get from Klickfix which is great for lights.
It sits above the mount, as so

Are you talking about keeping your light attached to your handle bars? If so then I think it will cast too big a shadow to be effective (unless you are using the light to 'be seen' rather than see in which case should be fine). Otherwise just whack the light onto your rack or fork leg.
