With the slot in the band I think that the lathe would just chew it up rather than boring it out.
If the band was solid then no problems, but using the TIG to en-solidate it before boring, then cutting the slot back in would FUBAR the anno finish that we are trying to preserve.

Clamping and centring it will be a nightmare to start with, even with a four jaw, and the lips left from the edges and hinge will almost definitely get caught on the tungstun carbide tooling tip leading to:
a. Piece coming out of lathe at high speed and ripping someones head off.
b. Snapping carbide tip, which launches into someones eye.Both these options will result in FUBAR'ed clamp, which isn't really the name of the game. TIG'ing it shut could work, but would fuck the finish of the clamp. Also, let's not forget what happened the last time we lathe'd something for Neil, poor old @moth lost his head, not even metaphorically.

use a cnc milling machine, obvs, a lathe is laughable - clamp the workpiece, orbital motion with small high speed head

Just use whichever clamp fits, no-one is going to notice either way.
