Quill - mega light frame for beater etc

THIS FRAME IS DAMAGED BUT COULD POSSIBLY DO A JOB FOR SOMEBODY

So, I intended to start building this as a project, but discovered that there is a crack in the rear mech hanger. Having spoken to some frame repair guys, I can either:
- Attach a removable hanger (they quoted about £50-£60, but possible to do with hand tools apparently)
- Build as a SS w/special chain tensioner or one of them weird hubs
This is a super light frame that was very well regarded in the 90s. I think it weights somewhere around 1100-1200g. The forks and 600 headset are in pretty nice condition, and I will throw in the quill also.

The frame is anodised and could probably do with a proper clean with some spirit or whatever. There are many small chips as pictured.

£48 for everything delivered, which I think is quite reasonable considering forks and headset? BB not included

Sorry, I honestly don't know. Clearances didn't seem crazy tight with 23c, but I wouldn't want to promise anything over 25...
