Too much risk of exposed sidewall and damage to the rims (no pinch flat mean rims get the blunt of the impact).
Beside the obvious that is.

If by 319 you mean the Mavic A319, the smallest I managed is 23c and that just about as far I would comfortably go.

Is running a 20c tyre on a 25c (319) rim on the road as stupid of an idea as I think it is?
Depends how stupid you think it is. It probably won't be the immediate cause of your death, but the ride and handling will be less than ideal.
My table based on Sheldon Brown's publication of Georg Boeger's suggested fits, but erring more towards wider rims for any give tyre width:
