- the 45mm fenders are ideally used with a 33mm tire
That means the fender would be 19mm further from the rim than intended and the 42mm tire would close that gap by 4.5mm. You'd likely be able to still see some light between tire and fender, though it would certainly 'work'.
This assumes that both tires are as high as they are wide - a narrow rim would make it a bit taller.
This also assumes that you don't use heat to bend the fender to better match the 650B arc - this can end in tears.
