If thick alu stays like pdw/VO/GB, get a hacksaw.
Everybody needs a half decent hacksaw.
Bit easier to do thin steel ones with bolt croppers - just be careful as the ends fly off and could go in your eyes.
And really do file off the cut ends, sharp mudguard stays are really bloody easy to hurt yourself on! /voice of experience
