That's the city of london corporation and stuff making sure they don't give up any space. Bike racks are one of those things that don't profit directly and will almost always be in use so can't really be destroyed once they are put in. Also those in the positions to change it generally dislike cycling.

The bike lock up in the basement at my work is under-utilised. I'd say 2/50 staff ride to work. Wonder how that compares to the average place which does/doesn't offer safe parking.

Superhighways going in to get rider levels up... But finding somewhere to lock your steed is no easier when you get there
