Dirt is fine in my opinion as long as you properly maintain your bike (lube chain, bearings, etc).
Adds another layer (quite literally) to your rat bike! And yeah; using your bike day in and out can make it dirty quite quickly (especially in winter times and with the lovely weather we have up here).
Bartape stil looks awfully white though! By the way; is that Campagnolo EPS? Dang!

^ literally no idea how people let their bikes get that dirty without cleaning them, that looks like months of dirt? I don't use my bike to commute so could be a weeks worth..
