I think even a small amount makes a fair amount of difference to the properties of the frame. Enough to term the alloy as scandium or magnesium respectively. #Justsayin
That wikipedia article states 0.1 to 0.5% weight, which would mean 1.5 to 7.5 grams of scandium for a 1.5kg frame.
