He was making roughly the same point I made earlier - if you have a good accurate standard, you can only need a precise measuring instrument, and cheap ones are fine for that. The stuff he was doing was way above any normal cyclist's requirements, and probably budget too as it's hard to find even a modest set of metric slip gauges for under £100
