I've used rebtel in the past. It has this feature where if your chat buddy calls you back on a specific number, it's free for both of you.
I've been using the voice feature of whatapp recently though. For some reason the audio quality is significantly better than anything else I've tried. And it's pretty much free.

VOIP apps for cheap calls to international numbers. Normally I just use Skype, any other suggestions. Call quality is more important than call cost (within reason). Cheers
