I'v just looked around there. It's easier to find a MTB with decent tubing and groupset, than a trekking/hybrid/cx/tourer. But I'd have problems with brake studs and mud clearance. I'm thinking about these two bikes, because of the relative steep head tubes, and the top tube length (about 55-56cm). Anyway, the Bottechia has Gara, or Cromor tubes...Do you have any interesting bike for these purpose?

I'd look around at jófogás, sometimes you'll find stuff with 3ple butted tange tubes&735 xt gruppo around 30k HUF. Then you'll have a good foundation.
For the handlebars, you can get deda piega rhm-s at patai for 5500 huf, with some quill stem, or even go for ahead ones.
please note: I do not know, what frame size you need, but if you'd be so kind as to indicate it, I can look around for a suitable bike. :)
Have you thought about an MTB for conversion? Most will take 700c wheels, albeit, you'll encounter some problems with brake caliper height.
