I reckon something along the lines of the way Rugby does it. Have an official with access to the slo-mo/multiple angles footage.

Given how pundits can be arguing over decisions weeks after the game despite having seen every possible angles, including the press photographers pictures from behind the goal, and yet still can't always reach a consensus, I can't really see a rugby style TMO solving anything. There are places for technology to be used in officiating games and these things should be tried out, but you have to be aware that there is a vast difference between football and rugby. Football (outside of Stoke) is a fast, free flowing game whereas rugby is a bit shit and no one really cares.
Meh, £50k fine is meaningless to someone with those wages anyway.
1 match stadium ban slightly more annoying, but I'm sure he'll have a way of working around it (ah, it's suspended anyway). He'll get that reduced upon appeal more than likely.
Deducting points is the only way you'll stop this kind of thing if it becomes more prevalent and really needs to be stopped.
