Has to be at least 28hIf you're favouring strength over speed, you should be able to build something with 32H hubs for your budget, for example DT350 hubs to Mavic XM819 rims if you want to spend all the money. The rear hub is convertible between any of their available axle configurations, I think with the front you should get the 15mm one and down-convert to QR if that's what you need now, as the QR version doesn't seem to up-convert to 15mm
If you want exactly 28 spokes, QR/Through convertibility and can live with only spending half your budget, DT M1900 looks nice. There are plenty of options out there if you look past the CX/Road disc labels (with corresponding hipster tax) to 29" XC wheels (prices cut due to skinny rimmed 29ers being so 2014)

Would I be fine running 25 or 28mm tyres (probably 28)?
If so, then I won't even argue and go for these. Seem ridiculously good value. -

Dear Tester,
I failed getting this wheelset in time and it seems that it's difficult to source the X or M Spline 1900 now, even from Germany at a cheap price. Everywhere seems to be sold out. What disc wheelset would you suggest for 28/32? Doesn't have to be light, preferably 6 bolt and thru axle compatibility but if not, I could live without.

Has to be at least 28h and preferrably 6bolt.
Right now I'm deciding between Kinesis Crosslight V3 or Pro Lite Revo A21 and Pro Lite seems to have better future proofing (thru axle compatibility). Also, just discovered Mason X Hunt which really seem to be worth the extra £50.
