Personally, I wouldn't bother. But they're going to shotblast before powder coating, so any sort of filler, or stuff that isn't steel is unlikely to work. Obviously crown race & headset will need to be removed.
I guess you could weld and grind it and it might not look too bad, but it will make your frame heavier and slower.

When I took my frame to be coated recently I was told that chemical metal products like JB Weld etc.not only wouldn't survive the blasting but even if you were to apply after blasting, the powdercoat will have a hard time sticking to it. They said silver solder/braze was fine to both blast and coat.
Not sure you could fill a hole of that size with braze but you could braze something in there and file/grind/sand it all smooth.
Or just use car body filler and spray the forks.

how about after it's PC'd roughen up the inside of the hole a little, use car body filler, leave it smooth on the side that you see but slightly larger, to create a lip, on the inside to increase the grip. Touch it up with ral code paint to match PC. you can always remove if you, or someone else, wants a brake.

Yeah I def thought that filler would fail shot blasting. Photos were pre bike tear down so don't worrie all components have been removed.
Your right tho I think a pea size weld will make my bike really heavy and might loss 10 horse power damn

weld it, would be quick and easy. just take it to a car garage or anywhere with a welder, give it to them ultra clean and they could fill it, really common practice in welding.

Not being funny but because that has a flat area to mount the brake, won't it look a bit weird anyway?
I can understand wanting to do this if your blades flex when braking, I had filled a (badly drilled) brake hole on a track fork once, but that was a double plate / round steerer interface so it made sense to undo the shit drilling.
As the fork doesn't look like a match to the frame anyway it all seems a bit pointless. #justsayin

Fork are original I am pretty sure, nice old Steve Goff frame.
