When I took my frame to be coated recently I was told that chemical metal products like JB Weld etc.not only wouldn't survive the blasting but even if you were to apply after blasting, the powdercoat will have a hard time sticking to it. They said silver solder/braze was fine to both blast and coat.
Not sure you could fill a hole of that size with braze but you could braze something in there and file/grind/sand it all smooth.

Or just use car body filler and spray the forks.
