Personally, I wouldn't bother. But they're going to shotblast before powder coating, so any sort of filler, or stuff that isn't steel is unlikely to work. Obviously crown race & headset will need to be removed.
I guess you could weld and grind it and it might not look too bad, but it will make your frame heavier and slower.
