Almost anything can be pressed into service for fixed TTing, but a pursuit bike plus a front brake is the optimum.

The one in your picture is the common general purpose track frame. Antonov produced various versions of the Elin, and later the Eney, all in short runs which would be called 'pre-production' by an Asian or Western factory. The other Elin basic form and the Eney were much more rad than the fairly conservative ones above.

TT bikes don't get more HHSx than a Giant MCR + double spoks. Slightly let down by the Alter+Syntace rather than Angels :-)

No. It's a crank (RS3 or RS4) with a weird system of cams and links which vary the phase angle of the crank relative to the chainring as the crank rotates, providing the variable gearing effect they later implemented more simply with oval rings.
