I ride a 54q traditional track frame or 53 with a lot of seatpost and 120m stem.

The general rule is that there isn't a general rule. First choose your bullhorn, see where that leaves the stem clamp when you've lined up the hand grips with the hooks on your drop bars, then work backwards from there. As bullhorns tend to have quite a bit of reach, you'll probably want to aim for a relatively short stem, say 8-9cm

Educational spam though. I had never seen that 38mm deep 14 spoke variant of the Shamal before, presumably because I wasn't cycling during that year.
