28 spoke wheels are an odd one, not as strong as a 32 spoke but without the aero benefits of cutting down to 20/24 spokes. I don't really see the point.
That said I've got 3 28 spoke wheels, all necessitated by either the rims or hubs being what I already had or cheap in 28h.
