I'd go for the Crest if you can afford 4 rims, then best to buy the best one you can afford and leave it at that.

Could you happily run 32mm tyres on the Crest rims?
Yes, 21mm width is fine with 32mm.
Smallest I go is 28mm which have exactly the same shape as a 23mm on 17mm internal.
