    i'll take 'an industry that habitually employs provably dangerous individuals as a result of an almost non-existent system of checks and balances on their suitability to operate a 20 ton vehicle with demonstrably poor design in the public domain' for ten.

    The market have changed, but the vehicles haven't.

    HGV are not allowed on country road, but perfectly fine on small residential street.

    And, as Charlie often stresses, they're an off-road specification, i.e. they're designed to be driven around quarries and the like.
