I tested the Vector pro (with a 21mm tyre) and it was shit! Narrower might have been better but a H3 was way faster

I don't think anybody suggests that the Rolf can compete with a Hed3, it's for people who struggle with the H3 or other deep wheels in cross winds.

Great.. Thanks for the info. Have you tested flo 30 or zipp 101 (......or pacenti sl 23, velocity Quill, dt r460, kinlin xc279...0oO...... === 24mm wide x 24-30mm high rounded profile).
Any of the newer aeroish alu rims?

Rolf patent. AFAIK Shimano licensed it for a while, but the benefits are not huge and if you use it everybody just thinks you're using Rolf wheels :-)
