I'd narrow it down to seatpost and headset.
Ti seatpost to match the stem, and a CK headset in any colour that you fancy most. My personal preference would lean towards brighter ones or a mash up of different ones like @TM did on his Donohue.In fact, after double checking the headset. I'd keep that too, unless it's trashed.
Maybe get logos of the stem, but otherwise, nothing else.

Put a single narrow/wide chainring on the LOOK for hill climb season. Down to 6.8kg. I'll replace the saddle with a 96g Chinese carbon number on race day, should shave off another 50g.

You're right about the steerer @Sumo, been meaning to do that for ages. It's got a magic headset so the top cap is just a plastic cover and there's no bung.
I'll need the drops for going down hill @umop3pisdn so they stay.

Can anyone suggest a relatively classic road handlebar to fit to a fixed steel frame? Want to be able to run a pair of brakes and assume a road bend will be more appropriate than a track one to get a proper position on the hoods and be able to brake from the drops.. Bike is a 90s Condor.

No issues there other than aesthetics. I was wondering more if there is a bar with a road shape that wont look to out of place on a genuine track frame.
Got into to road bikes and because I was studying I couldn't afford to have a bike collecting dust. Haven't ridden fixed since, but I am keen now.
Custom in terms of paint scheme and the 1-1/8" HT/carbon fork (which is not standard on the Leggenda). The geo is theirs.
