Sportful R&D wind jersey is good, but very warm. No idea when you'd wear the jacket version. Will get through a quick shower, and dry out quickly if you're riding hard, but no real waterproofing, but maybe that makes sense if you can just bung a race cape on over the top?
Otherwise, for insulation, rather than waterproofing, look at stuff like Rapha ProTeam Jacket (not softshell), or Castelli Alpha/Espresso? They're a lot warmer than Gabba type stuff, but not as waterproof.
