1. make a better thread title :)
2. measure axle. Maybe it is 3/8 inch (9.525mm) and not 9mm.
3. after that file fork dropout (maybe not..) or get different axle.

Try sitting on the bike?
Get a drill and waz it around?
Take to LBS. You're obviously smart enuf not ot have th rear axel in the front hub.

I think the principle would apply to a front wheel in a fork as well :)

replace fork ends
any good frame builder will be able to swap them out

Ive done what @M_V did and filed the threads off where the forks meet the axle on either side of the bolt each side. Only a cheapo wheelset anyway but never had any problems after that.
