You could try contacting the dvla? Maybe?
Then after that solicitors.

I think the police can do it but can't remember the circumstances in which they'll release it.

Not justifying his behavior, but if he can be convinced it's cheaper in the long run, perhaps it goes smoother?
A few tenners now... (if it's just your wheel) or a lot more tenners by losing no-claims...

Form v888 & get the name and address of the registered keeper.
Then sue him for the £2.50 fee for teh lulz.

Well, it may still be cheaper for him than an increase in insurance... has he thought about that?
