The Cunt buyer only opened the case last week, two and a half months after the original sale date. Roughly the time he realised he didn't have a tool to remove the good working order bottom bracket and would have to shell out a tenner to buy one. There's two sides to every story.

In response to your points:
An offer of a brand new Shimano BB was made. Rejected.
A partial refund was offered. Rejected.
I'd like to point out that these offers were made well after this conversation had started. It was only after I'd been told he'd turn up on my doorstep and already opened the PayPal dispute that he said he'd "stick a BB in the post". No mention of a brand new Shimano BB.
I asked for £40, he responded with "£20. Final offer."I rejected the refund because it wasn't an amount I consider sufficient.
A full refund was offered. Buyer pays return postage, which is pretty fair as my mate has shelled out postage on outward leg.
If the frame hadn't been miss-sold I'd agree to this. Absolutely.
I'm happy to post the entire text message thread on here for all to see. But I don't think anyone wants that.

I have a BB tool incidentally. And it was sent with play in it.
The ad says restoration project. I would take that to mean that it would look great with a respray and some new decals. There was no disclosure of the rust or hand painting.
Sellers on this forum go a long way to disclose any small defects in their wares. I will be more wary in future.
For now I'm just weary.

You're a cunt buyer. £25 for a bottom bracket is more than fair. Since when does a BB cost £40. Second hand BB and headsets are supplied in second hand frames as 'extras'.You might get more than you bargained for (a criminal record) if you continue in your similar cunty fashion.
Should be a new thread 'Cunt Buyers' for offenders who routinely abuse the PayPal returns system AND genuine sellers. There are CBs all over EBay trying this on every single day. If forum members are willing to tolerate CB on here, good luck with that.
£40 for a bracket, try £8.89 on CRC for a brand new Shimano Ultegra quality square taper.

From these outbursts I'm starting to think that you may be the seller.
It's not just about the BB. The condition of the frame is far more bothersome. I've been as reasonable as possible the whole way through this.
I had no idea there was a 3 month PayPal limit. I contacted you on the day I opened the box.
Look, call it £30 and we'll leave it at that. I'm happy to walk away.

Aside from ColnagoDaft being a bit of a pillock and resorting to swear words, I largely think it's just a misunderstanding.
The original advert:
https://www.lfgss.com/conversations/271524/£100 for a 531 frame of unknown condition but that superficially looks fine. There's no claim ColnagoDaft had built it up and ridden it, so any play in the BB or headset wouldn't necessarily be known. The description is one of a visual inspection, and there's enough qualifiers in the advert that I wouldn't think a reasonable person would presume that everything is perfect.
Given that... I think the sale is fair, though ColnagoDaft's response is plainly the sign of someone who lives in a constant state of meltdown.
I think Thoma was right to question things, but doesn't really have a case. As for appearance in Bad Traders, I agree with that because ColnagoDaft clearly is a person who cannot conduct a transaction without launching into a stream of anger-ridden public posts.
Advice to Thoma: move on.

Failing to return property, after a refund has been offered, under the 'moveable property' section of the act is a Criminal offence in Scottish law. It's not a civil matter. PayPal doesn't mean zip in a court of law. There's a reason why PayPal don't get involved in legal disputes - because their 'rules' are not legal definitions and courts simply ignore them and try the case on its legal merits, in the jurisdiction the case was filed.
If the buyer thinks a criminal record is worth the effort, it's clear that ultimately that's where this issue is heading.

If there had been full disclosure about the condition I would have made a lower offer. I've also been pretty fair about the offers I made to help him resell the frame or adjust the price.
I've asked for £30 and will be happy to leave it at that if he can live with that.

Wouldn't worry, everything I type sounds sarcastic.
And yeah, things are hard at times. When I buy from people I strongly prefer doing so in person as then I can inspect something and make that yes/no decision before I leave. It's always very hard to dispute something after the transaction, especially if you don't dispute it immediately. Ultimately you end up relying on the goodwill of the seller, but that's a weak position to be in.
