Why should london have it. Why not birmingham glasgow etc. london already sucks up a huge proportion of the governments national spending so dibby it out .

I agree with the spending proportion, but you have to remember that no additional funding had been earmarked, so while London would have made economic gains out of it, it wouldn't have soaked up any additional funding.

Other cities are bidding, so all power to their elbows.

I reckon the first three stages should simply be a straightforward JOGLE. :)
