No difference whatsoever. You can have a 12cm stem with drops, and then go to a 50cm stem with risers and it will have zero effect. This is because
ryzrs = orsum
Depends very much on the width/rise/sweep of the bars. Swapping from drops to a flat bar, you could add anywhere between 1-3cm extra to your stem length.
It's best just to try a few cheap or borrowed stems first and see how you get on.
