Update on my fancy Luxos:
It wasn't charging because I was running the light constantly. I know, RTFM etc. When I stopped running the lights it charged stuff well. Garmin 810 would charge up from around half to 100% in half an hour, and then the rest of the day I had it hooked up to my battery pack.
It has survived some rainy nights but out of 2600 miles on the road in the US this summer it might have had a total of 1 day of being used in the rain, so can't yet vouch for long term water resistance.
I lost the light-USB cable at some point, but managed to cobble together with a modular cable set from radioshack. The power jack end of that cables measurements:
Outer diameter 3.4mm
Inner diameter 1.4mm
